Shri. Uttam Rai joined the service as Assistant Auditor in 1985 and was promoted to the post of Audit Officer in 1996. He joined the Meghalaya Finance Service (MFS) in 1999 and was posted as Treasury Officer, West Garo Hills, Tura. He was promoted as Financial Advisor to the Government of Meghalaya in 2007 and also functioned as Deputy Examiner of Local Fund Audit, Government of Meghalaya. He was subsequently promoted to the post of Joint Director of Local Fund Audit in 2013 and to the post of Director of Local Fund Audit in 2016, while also functioning as Joint Secretary to the Government of Meghalaya, Finance Department.

He has retired from service w.e.f 31.03.2021 and is appointed as Officer on Special Duty (Finance) in the High Court of Meghalaya on Contractual basis w.e.f 01.04.2021.
